Beginning with Web Filter version 4.0 (released July 2010), administrators have the ability to define new sub-administrators which are limited to Library lookups and Policy lookups.
To create a Help Desk account, log into the Web Filter GUI and go to System -> Administrator. When selecting the "type" of account, select "Help Desk."
