PRB: Using the "where number of attachments is count" condition, when selecting the "between" option, are the first and last numbers included?

Question:

Are the first and last numbers included when selecting the 'between' option and using the 'Where number of attachments is count' condition?

Information:

Yes, both the first number and the last values are included in the condition.  This means that if you choose "Where number of attachments is between 1 and 4", e-mails with both one and four attachments will trigger this rule, as well as anything in between. Five attachments or more in an e-mail will not trigger this rule.
