Procedure:
Identify or create a filtering group (IP/LDAP/Global/Default) with the specified subnet range or user objects.
Set the filtering group ruleset to the Block All default rule (or create a new rule with all library categories set to 'Block').
Create a custom category with the single entry of the URL you want to grant access or 'funnel' users to.
