How do I apply rules to all users?
Procedure:
If you do not specify to whom a rule applies then that rule automatically applies to everyone. It is only when you specify User Matching conditions in a rule that sender or recipient addresses are checked.
Take, for example, a simple rule such as this:
Where message arrives
Where message attachment is of type Video
Delete message
Even though this rule does not explicitly state that the rule applies to all users, it does.
